Circumstances

Died from injuries received in the early hours of 23 December when Manchester Division HQ in Old Trafford was demolished by a high explosive bomb which struck in the early hours during an enemy air raid on Manchester.

PC Steen was posthumously awarded a King’s Commendation for Brave Conduct.

Five officers were killed in the early-morning raid on 23rd December and another died from his injuries on 1st January 1941.
