Private Baxter was with Private Flint and others of the Irish Revenue Police were deployed to surround and arrest distillers at an unlawful whiskey still near Castletownkinneigh, Co. Cork when they were attacked and beaten on 10th May, a month later Baxter died from the injuries he sustained.
