Died in the infirmary having been crushed under a wheel of his cart after giving chase when his horse bolted.
About 3:00pm on Tuesday 14th November 1876, PC Waters was unloading his horse-drawn cart at the police station in Bridge Street, Newport, when the horse bolted.
The weights and measures inspector chased after the horse and cart but as he caught up with them in Caxton Place, he fell and one of the cart’s wheels passed over his body.
He was taken to the local infirmary where he died two hours later.
Charles had served in the Constabulary for nineteen years and left a wife and several children.
He was buried in Llanvihangel Churchyard, Pontypool.
