Believed to have been abducted and killed, along with his colleague, Constable Ernest Bright, as they and two other Constables, Albert F. Casely and John Herbert Evans, who were found shot dead at Hillville, just outside Killorglin, County Kerry, were returning to duty from leave. Constable Waters’ body has never been recovered.
