Circumstances

During the early hours of Monday 5th October 2015 David was on duty when a vehicle was stolen during a burglary, this vehicle was being pursued by police. David and his colleague made efforts to stop the vehicle on the A5139 Dock Road, the vehicle mounted the central reservation and struck David. He was taken to Wirral's Arrowe Park Hospital but had sustained fatal injuries.

Died in Arrowe Park Hospital, Birkenhead, from the injuries he sustained when, in the early hours, a stolen vehicle being pursued by police, mounted the central reservation of the A5139 Dock Road to evade capture and struck PC Phillips as he and a colleague attempted to stop the vehicle.
