Shot dead while attempting to enter an address to search for terrorist weapons. Posthumously awarded the Queen's Gallantry Medal.
A joint Police and Military operation was mounted to enter a flat in Lenadoon Avenue, Belfast, to search for and seize terrorist firearms. The soldiers supporting the operation secured the area surrounding the flat allowing the Police to approach in the early hours of the morning.
Knocking on the door produced no reply and police began to force entry when they were met with automatic gunfire through the door, injuring two officers and killing Constable Todd.
He had been in the Royal Ulster Constabulary for 4 years and was stationed at Woodbourne Police Station.
Posthumously awarded the Queen’s Gallantry Medal.
