Circumstances

Constable Fulton died after attending to assist officers attempting to arrest a mentally ill male who had ceased taking his medication and had stabbed a police sergeant. Taking action to protect members of the public in a busy shopping area he was fatally stabbed during a violent struggle.

Posthumously awarded the Queen's Commendation for Bravery.

Fatally stabbed during a violent struggle as he took action to protect members of the public after being called to Norfolk Street in the busy shopping area of the Gorbals, Glasgow, to assist officers attempting to arrest a mentally ill male who had ceased taking his medication and had already stabbed a Sergeant.
